NIGERIAN NAVY 2020 RECRUITMENT EXERCISE (NNR 31) SUBMISSION RULES Applicants are recommend to go the following instructions completing before applying for the Nigerian Navy Recruitment Form online. Any error or mistyped Form will be rejected and will not be processed. 1. Applicants must be citizen of Nigeria by birth. 2. Applicants must be between the ages of 18 – 22 years by 31 December 2020 for School Certificate holders and 18 – 26 years for those with higher qualifications such as Nurses, NCE, OND, drivers etc. 3. Applicants must not be married or have children. 4. Applicants must be free from any previous criminal conviction by a court of law. 5. Applicants with any of the following medical/physical challenges are NOT to apply: sight problem, ear problem, communicable diseases, mental problems, stammering, or any physical disability. Applicants who have tattoos are also not to apply. 6. Applicants must not be below the height of 1.69 meters for males and 1.650 meters for females. 7. Applicants are required to possess any of the following educational/Professional qualifications. 1. West African School Certificate/Senior Secondary School Certificate (not more than 2 sittings and not older than 6 years from the date of application, also applicable to sub paragraphs b – e) 2. General Certificate of Education Ordinary Level 3. National Examination Council (NECO). 4. National Business and Technical Examinations (NABTEB). 5. WAEC City and Guilds or London City and Guild. f. Ordinary National Diploma (OND). 6. Any other educational qualification equivalent to those mentioned above. h. Applicants would be required to produce their primary school leaving certificate at the selection interview. 7. All applicants must indicate/provide their National Identification Number (NIN). 8. Applicants are to note that entry requirement into the following categories is SSCE or equivalent: B1, B2, B3, B4, B5 C1, D1, D2, D4, D5, D6, E1, E2, E3, E4, F1, G, H. Any other additional qualifications in these categories can only serve as an added advantage for selection into the branch and shall not attract any extra advantage whatsoever. See the guide for details. Applicants with other educational/professional qualifications higher than those stated in paragraph 1 (a-g) are not to apply. Applicants are warned that it is an offence to present false or forged documents for the Recruitment. 9. Certificates or qualifications not declared or tendered and accepted during the recruitment exercise are not acceptable after recruitment and cannot be tendered for the purpose of change of department or advancement while already in the Nigerian Navy. Only qualifications obtained under proper service provisions are acceptable while in the Nigerian Navy. 10. Applicants are required to print out Parent/Guardian consent Form and Local Government attestation Form which must be properly completed, endorsed and presented during the interview. 11. Applicants must come to the recruitment centres with the following documents. 12. Photocopies of Birth Certificate or Age Declaration. 13. Photocopies of Credentials. 14. Duly completed Identification Form must be signed by Chairman or Secretary of the Applicant’s LGA or by an officer of the rank of Commander and above (or equivalent in the Nigerian Army and Nigerian Air Force) or Chief Superintendent of Police (CSP) and above who hails from the Applicant’s State of Origin. 15. Duly completed Parent/Guardian Consent Form signed by Applicant’s Parent or Guardian. 16. Four passport photographs duly signed and stamped at the back by (c) above. f. Candidates are to bring the scratch cards of their NECO and WAEC results to the recruitment centres. 12. Application Form is to be completed and submitted online. 13. Any applicant suspected or confirmed to have impersonated, falsified, forged or presented false document(s) shall be disqualified from the recruitment exercise and handed over to the appropriate law enforcement agency for prosecution. 14. The date for the Recruitment Aptitude Test will be posted on the NN portal in due course. A2 – Weapon Electrical Artificers (WEA) Minimum of OND Lower Credit in Electrical Electronic Engineering and 5 credits at SSCE or equivalent including English Language, Mathematics, Physics and Chemistry. A3 – Aircraft Engineering Artificers (Airframe Engine) Qualification NIGERIAN NAVY Diploma in Airframe and Engine certified/recognized by ICAO and 5 credits at SSCE or equivalent including English Language, Mathematics, Physics and Chemistry. A4 – Aircraft Engineering Artificers (Avionics & Aircraft Electrics, Electrical / Electronics) (AEA-AA/EEE) Certificate/Diploma in Aircraft Electrics & Avionics recognized by ICAO and 5 credits at SSCE or equivalent including English Language, Mathematics, Physics and Chemistry. A5 – Hull Engineer Artificers (HEA) Minimum of OND Lower Credit in Marine or Mechanical Engineering and 5 credits at SSCE or equivalent including English Language, Mathematics, Physics and Chemistry. B1 – Marine Engineer Mechanics (MEM) SSCE or equivalent with 5 credits including English Language, Mathematics, Physics and Chemistry. Also intermediate City & Guilds or Trade Test II could be considered. Technical bias will be an advantage. B2 – Weapon Electrical Mechanics (WEM) SSCE or equivalent with 5 credits including English Language, Mathematics, Physics and Chemistry. Also intermediate City & Guilds or Trade Test II could be considered. Technical bias will be an advantage. B3 – Hull Mechanical/Fitters (HMF) Requirements as in B1 and B2 with additional trade in plumbing, welding, machining or woodwork. B4 – Automobile Mechanics (AM) Requirements as in B1. B5 – Dockyard Mechanics (DM) Requirements as in B1. C1 – Communications SSCE or equivalent with 5 credits including English Language, Mathematics and Physics. C2 – Computer Minimum of OND Lower Credit in Computer Studies/Computer Science, Desktop Publishing, Office Suite and must also possess SSCE or equivalent with 5 Credits including English Language and Mathematics. C3 – ICT Minimum of OND Lower Credit in Computer Studies/Computer Science. Computer literacy is compulsory and must possess SSCE or equivalent with 5 Credits including English Language, Mathematics and Physics. D4 – Physical Training Instructors SSCE or equivalent with 5 credits including English Language. Interest and proven talents in sports as well as evidence of participation in sports at Secondary School/State/YSFON level is required. D5 – Chaplain Assistants SSCE or equivalent with 5 credits including English Language and Christian Religious Knowledge. Two years experience as clergy/church worker as well as letter of recommendation from 2 Clerics/churches recognized by the NN is required. D6 – Mosque Assistants SSCE or equivalent with 5 credits including Arabic, Islamic Religious Knowledge and English Language. Two years experience as Imam/Mosque attendant as well as letter of recommendation from 2 Islamic clerics/organizations recognized by the NN is required. D7– Firemen SSCE or equivalent with 5 credits including English Language. E1 – Writers SSCE or equivalent with 5 credits including English Language, Maths, Accounts/Economics. Computer skill is compulsory. Also OND/NCE in Accounts or Secretariat Administration would be added advantage. E2 – Store Assistants SSCE or equivalent with 5 credits including English Language, Maths and Economics. Computer skill is an added advantage. E3 – Caterers SSCE or equivalent with 5 credits including English Language and Home Management/Food Nutrition. Certificate or any proven experience as a Waiter or Steward is an advantage. E4 – Ordinance Five credits in English Language, Mathematics, Physics, Chemistry and any other 2 subjects. E5 – Project Technicians Minimum of OND Lower Credit in relevant discipline such as Architecture, Quantity Survey, Civil/Structure/Building Technology, Electrical/Mechanical installation, Urban and Rural Planning, Estate Management, Land Economy and must also possess SSCE or equivalent with 5 credits including English Language, Maths and Physics. F1 – Medical Assistants SSCE or equivalent with 5 credits in English Language, Maths, Chemistry, Biology/Health Science and Physics. F2 –Health Technicians The under listed Technicians are under F2: 1. Biomedical Engineering Technician. 2. Dental Surgery Assistant/Dental Health Technician. 3. Dispensing Optician Technician. 4. Environmental Health Technician. 5. Medical Imaging/X-Ray Technician. 6. Medical Laboratory Technician. 7. Medical Records Assistant/Health Information Management Technician. 8. Pharmacy Technician. 9. Physiotherapy Technician. A minimum qualification of OND Lower Credit or Professional qualification in any of the relevant fields stated above plus SSCE/Equivalent with 5 credits including English Language, Physics, Chemistry, Biology/Health Science and Mathematics. G – Bandsmen SSCE or equivalent with 5 credits including English Language. Applicants must be proficient in playing one or more musical instruments. H – Drivers/Mechanics SSCE or Equivalent with 5 credits including English Language. Current Mechanic apprenticeship certificate and evidence of driving experience with a verse drivers license as well as a letter of recommendation [as a mechanic] from past or present employer is required. J – Journalists Minimum of OND Lower Credit in Mass Communication, Journalism, Photography, Printing Technology, Information Library, Public Relations, Graphic Arts, Film Making or Cinematography and must also possess SSCE or equivalent with 5 credits including English Language and Mathematics. K – Nurses Single qualification RN and double qualification in any relevant qualification such as RM, A&E, ENT, Psychiatric, Pediatric, Orthopedic/Trauma, Ophthalmic, Anesthetic, Public Health, Occupational Health, Nephrology/Dialysis and Theatre Nursing. Applicants must possess SSCE or equivalent with 5 including English Language, Mathematics, Biology/Health Science, Physics and Chemistry. N – Education NCE in Arts/Science/Technical subjects in addition to SSCE or equivalent with 5 Credits including English Language and Mathematics for Science/Technical subjects or 5 credits Including English Language and at least a pass in Mathematics for Arts subjects.

JAMB Releases 2019 UTME Results Today After several postponements, the central admissions body in Nigeria, the Joint Admissions and Matriculations Board (JAMB) has said it would release t he 2019 Unified Tertiary Matriculation Examination (UTME) today barring any unforeseen circumstances. The confirmation came from the Board’s Registrar, Prof. Is-haq Oloyede, who told newsmen in Abuja though he did not go into details of how the results would be released. Oloyode, however, assured that the Board would meet to finalise on the details to be announced to Nigerians. Apparently noting the apprehension which has trailed the result hitherto released almost same day the examination held but which had to be held back for undisclosed reason. He assured that, “We are releasing our results tomorrow; we are having a meeting today to consider what to put out.” The 2019 UTME was held from April 11 to April 18 with more than 1.8 million registered candidates but the results had since then, not been released thereby causing apprehension among candidates. There had been reports of malpractices including an allegation that a particular candidate registered more than 60 times to do mercenary examination for different candidates. Also, no fewer than 75 centres were penciled down for punishment over compromising the examination. In a particular case, a Professor was allegedly caught trying to cheat for his child while some brought underage children to do the examination. The examination body explained that it would first screen the entire candidates’ results to weed out those who were involved in any form of malpractice during the examination. The Registrar also paraded an employee of the Board, who allegedly collected N25,000 bribe from a 2018 admission seeker with an assurance to offer admission. He was said to have however been unable to fulfill his promise and was reported to the Board and the bubble burst. The registrar assured the Board’s determination to deal decisively with anyone, including its staff, found involved in any form of infraction.

He also added that APC scored 42,970 in Jega local government as against PDP’s 7,416 Similarly in koko Besse Local government, APC scored 25,874 as against PDP’s 5,668 votes while in Maiyama local government, APC scored 30,001 as against PDP’s 6,279 votes. THE COMPLEX
The Chief Economist/Vice-President for Economic Governance and Knowledge Management is the Bank’s spokesperson on economic matters and the Vice Presidence for the ‘Economics Governance and Knowledge Management Complex’.
The Vice-President for Economic Governance and Knowledge Management is responsible for (i) providing leadership and visibility for the Bank on economic, finance, financial governance and socio economic development issues; and coordinate the generation of analytical works to inform operational policy; (ii) systematically emphasize the critical role of knowledge, experience, lessons learnt and their tangible impact on sustainable, inclusive transformation of African economies.
The Vice-President for Economic Governance and Knowledge Management will inspire, generate and provide direct support to the President and Senior Management of the Bank on a broad range of technical and management issues within the broad remit of economic, finance, public financial governance, management and social economics.

THE HIRING DEPARTMENT / DIVISION
The Macroeconomics Policy, Forecasting And Research Department is dedicated to the generation of high quality knowledge in the area of development in Africa. It provides technical support to operations and regional member countries through rigorous analytical work; engages in impactful policy dialogue with decision-making bodies within and outside of the Bank; and most importantly enhance the operational effectiveness of the Bank in achieving the High 5s.
The activities of the department are structured around the Macroeconomic Policy, Debt Sustainability and Forecasting on one side, and the Microeconomics, Institutional and Development Impact on the other.
The Microeconomic, Institutional and Development Impact Division focuses on microeconomic issues related to development finance, infrastructure development, private sector development, industrial organizations, governance, competitiveness & investment climate, agriculture, institutions, and regional integration to support the High 5s.
In addition, the Microeconomic, Institutional and Development Impact Division is the institutional anchor of the ex-ante Additionality and Development Outcome Assessment and Impact Evaluation of the Bank’s operations, as such it is a key element of the Bank Results Framework and the primary tool for mainstreaming Development Outcomes.

THE POSITION
Principal Research Economist ADOA-PUBLIC, as part of the Additionality and Development Outcome Assessment team will contribute to the Additionality and Development Outcome Assessment work both through assessing and rating public sector operations (PUB) as well as producing analytical work and research to inform operations, management and Bank clients in Regional Member Countries.

DUTIES AND RESPONSIBILITIES

Under the general supervision of Division manager of the Microeconomic, Institutional and Development Impact Division, the  Principal Research Economist ADOA - Public will:

Undertake Ex-ante Additionality and Development Outcome Assessment of Bank’s public sector operations:
Conduct ex-ante Additionality and Development Outcome Assessment of the African Development Bank Public Sector Operations, Regional Operations, and any other type of operation as required by the management.
Review other team members’ ADOA notes and supervise the work of junior staff.
Carry out any revisions to the ADOA framework for public sector operations on the basis of implementation experience and lessons from other Development Finance institutions.
Conduct research in the areas supporting the Bank’s High 5s (High priority areas: Light Up and Power Africa (Energy), Feed Africa (Agriculture and Nutrition), Industrialize Africa (Industrialization), Integrate Africa (Regional Integration) and Improve quality of live for Africans (Sustainable socio-economic development)). This includes also strengthening knowledge generation in the area of inclusive and green growth.
Provide inputs into the production of the Bank’s flagship publications:
Contribute to the preparation of the report or assigned section, write the sections and follow it (peer review until the publication.
Disseminate the findings of reports.
Provide technical and analytical inputs into the work of Operations Complexes:
Provide input into Country Strategy Papers.
Participate in Economic Sector Works.
Participate in the peer-review process of project, program, policy documents, including documents submitted to the Operations Committee.
Contribute knowledge in the Bank’s  “Working Papers Series " and the Bank’s "African Development Review":
Publish research papers and review submitted articles to the African Development Review and Working Paper Series.
Contribute to collaborative research and knowledge management activities carried out jointly with regional and international organizations, research and capacity building institutions in Africa, development research centers and universities.
Review operation documents and participate in review meetings.
Perform other duties as may be assigned by the Manager

SELECTION CRITERIA
Including desirable skills, knowledge and experience:
At least a PHD Degree in Economics, Public Finance, or related discipline.
A minimum of six (6) years of experience in development policy research and analysis of economic issues related to finance, infrastructure development, private sector development, industrial organizations, governance & institutions, agriculture, competitiveness & investment climate, and regional integration, Public Private Partnerships or sector operations.
Publication record in international peer reviewed journals or proven record of publications of reports, working papers, books focusing on public finance management, sovereign operations financing or issues related to development finance, infrastructure development, industrial organizations, governance, competitiveness & investment climate, agriculture, institutions, and regional integration.
Very Good knowledge and background in the use of statistical and econometric methods and packages in project evaluation, public finance and development economics research.
Proven ability in development policy research and analysis of economic conditions that are of relevance for the High 5s (Bank priority areas).
Ability to design and conduct research projects/programs with limited supervision
Proven skills in drafting and preparation of policy memoranda, speeches and notes for use in decision making processes.
Communicate and write effectively in French or English, with a good working knowledge of the other language.
Competence in the use of leading econometrics software packages and in Microsoft Suites (Word, PowerPoint, Excel and Access).

THE POSITION
The main purpose of this job is to support the Bank operations in ensuring that effective security measures for the country Offices programs are both appropriately planned for and addressed within International, regional and national contexts.

DUTIES AND RESPONSIBILITIES
Under the supervision and guidance of the Head Of Security Unit, the Chief Security Operations Officer will:

Management:
Provide guidance to the Head of Security on conceptual strategy development and management of the Global Security Operation Centre.
Define policies and operational procedures for the Global Security Operations Center in support of the Bank’s business strategy and direction.
Identify current and potential legal and regulatory issues affecting security, assess their impact on the Bank, and submit recommendations to the Head Security.
Plans and oversees the management of activities undertaken by Centre; ensures that substantive work programmes and programmed activities are carried out in a timely manner, coordinating specific projects in the Centre, and, in liaison with Regional Resources Centre’s or other stakeholders.
Ensure that the output produced by the Global Security Operations Center maintains high-quality standards; that reports are clear, objective and based on factual data.
Foster teamwork and communication among staff in the Global Security Operations Center and other Regional Communication and Operation Centres
The Chief Security Operations Officer is responsible for the Global Security Operations Center facilitation of crisis management and support to affected parties when crisis management procedures are activated.

THE COMPLEX
The Chief Economist/Vice-President for Economic Governance and Knowledge Management is the Bank’s spokesperson on economic matters and the Vice President for the ‘Economics Governance and Knowledge Management Complex’.
The Chief Economist/Vice-President for Economic Governance and Knowledge Management is responsible for (i) providing leadership and visibility for the Bank on economic, finance, financial governance and socio economic development issues; and coordinate the generation of analytical works to inform operational policy; (ii) systematically emphasize the critical role of knowledge, experience, lessons learnt and their tangible impact on sustainable, inclusive transformation of African economies.
